Possible Language Localization Issue

Problem:

I have a CD version of the game with a different language. I believe this is the issue when I get this error:

Additional Notes:

My OS is Windows 7. The same error occurs with compatibility settings on Windows 95 / ME and Windows XP (Service Pack 3) with administrator privileges.
