[BUG] Loading previews in The Nether

Current Behavior

When trying to build buildings from many build styles in the nether the game freezes for 5-10mins while loading the preview. it seems to be an issue with loading the blocks that has a placeholder block, like ground blocks.

Expected Behavior

it should load "instantly" like in the overworld

Reproduction Steps

go to the nether build a townhall choose Urban Birch style (or others) try to build any building from these styles

Workaround is to disable rendering of placeholders as target block, then it will load normally. indicating there is an issue with the link to those blocks.
