work order priority doesn't work

Are you using the latest MineColonies Version?

• [x] I am running the latest beta/release version of MineColonies for my Minecraft version. I am also running the latest versions of other mods that are part of my problem.

Did you check on the Wiki? or ask on Discord?

What were you playing at the time? Were you able to reproduce it in both settings?

Current Behavior

Moving a building to the top priority does not make it the next building that gets built they just go in order of which building was put into queue first.

Expected Behavior

expect builder to chose the next building in order of priority rather than the order in which they were added to the list, this is what used to always happen

Reproduction Steps

put a bunch of buildings in queue move one from the bottom to the top see what they build next

Just to point out it also affects 1.21.1 I'm on 1.1.1199-1.21.1 and my builders also totally ignore the order I put in there. They go by the order the original requests were made.
