Binary .exe in WoA (Windows on ARM)

When I was downloading ldc2 through .exe to handle the installation for me, it explicitly mentioned that the installer doesn't support WoA, despite it has ARM64 lib.

The installer only provides the arm64 libs for cross-compilation; the binaries are x64 only.
