Can't download LDC 1.39 from Chrome or Brave

Our onboarding tests shows that people can't download LDC on Windows since their browser will tell them their download is unsafe.

Shows a "this file is dangerous" in Brave and similar in Chrome. Works in Edge with this file.

The solution for this is a reach out effort to use VirusTotal with binaries; then reaching out to antivirus vendors for false positive report. If we do this from time to time antivirus people will correctly identify D programs as "not all harmful". Usually those antivirus companies are the source from D software being misclassified.
