Bug: Building `asr_utils.cpp.o` uses up all of the system resources

The build process freezes at the above step causing the system to eventually hang, with force shutdown being the only way out. The observation has been made multiple times. This causes a lot of problems especially when doing frequent builds in a short period of time.
