FYI, @KevinJump, I ended up copying the site from Azure, to my local PC, using Beyond Compare, and the full export worked fine, on the exact site on my PC....

This issue is over a year old. Is there any progress? Should we give up hope? Is WebOptimizer dead? (I hope it's not dead.)
