IPv6 support

Moved from lbryio/lbry-desktop#7611

The lbrynet daemon does not appear to listen for or accept IPv6 connections. Maybe this is an incorrect observation, but I thought it was at least worth mentioning.

Using IPv6 could solve a lot of problems the LBRY network may be facing with IPv4 connections due to widespread NAT and especially CGNAT situations, where users face difficulties contributing bandwidth to the LBRY network even if they forward the correct ports.
