DESCRIPTION:

If the user starts and then cancels a download, the active download notification will persist in the upper bar. Viewing this notification reveals a message that says "There are no active LBRY downloads."

REPRO STEPS:

1. Install and Launch LBRY 0.16.11 on Android 8.1.0
2. View a video
3. Start a download of the video
4. Cancel the download once notification appears

Results: Active download notification persists and says there are no downloads

Expected: Active download notification is dismissed
