Library Page has Long Load Time on Relaunch

DESCRIPTION:

If the user closes the app, but leaves the daemon running, the Library page will take around 20 seconds to load its items when re-launching the app.

REPRO STEPS:

1. Install and Launch LBRY 0.16.11 on Android 8.1.0
2. Download multiple items
3. Tap the Overview button and close LBRY (daemon keeps running)
4. Relaunch LBRY
5. Go to Library

Results: Downloads take a long time to load

Expected: Downloads load immediately
