@JayHuLBL: I am submitting this PR to merge the updated boiler plant controls after the latest updates to CDL. Can you please merge the latest master branch into the base branch? Also, I think it would make more sense to rebase PR #2700 on to your chiller plant controls development branch since it includes references to the chiller plant controls package. Please let me know your thoughts.

@JayHuLBL : I have also implemented changes to the min flow setpoint logic to reduce number of events. Please review this PR when you get a chance. Thanks!

@karthikeyad-pnnl Could you please update your branch? I see there are more than 3000 file changes, which should not be the case.
