Addition of Fan coil unit system model

@mwetter : Hi Michael,

I am submitting this issue to track the development of the fan coil system model (PI: Sen Huang). I am planning to use the same model for the closed loop validation of fan coil unit control sequence implementation in #2885.

Can you please create a development branch for us on the lbl-srg/modelica-buildings repo?

@mwetter : What is the package structure that should be used for the zone equipment models? Can I tentatively add it to the Buildings.HeatTransfer package?

@karthikeyad-pnnl : Better add it to Buildings.Fluid. This is also where the ActiveBeams package is.
