PV generation forecast

This issue is to add the function of PV solar generation forecast based on NOAA weather forecast using pvlib library

@WalterZWang Does the NOAA database include solar radiation forecast data? If you need to predict solar radiation using a model, Solar+ Optimizer has implemented a model for solar radiation based on pvlib and EnergyPlus models.

Hi Kun,

Yes, NOAA has a solar radiation forecast. We have implemented it already in MPCPy, please check the class* WeatherFromNOAA(_Weather, utility._DAQ)* in exodata.
