[CI] Precommit hook: pub.sh redefines contributor's commit signoff

I could be misinterpreting what's happening here. Please correct me if I'm wrong.

I added -s switch to the scripts commit:sign, as when I use commitizen to commit, because without the switch -s, the PR checks does not run without meeting the DCO check. I'm aware of this, and currently researching alternatives if there are any, or ways to work with this, instead of against.
