Modified the Box Shadow of Tooltip Component for Darkmode

Notes for Reviewers

This PR fixes #767

  • I have added tooltip.modifier.ts file so that the change of tootltip component is changed according to the theme of the website.
  • I have also added the same functionality to CustomTooltip component which is being used in majority of the places.

All of the changes took place for the layer5 website as meshery ui doesn't have themes. If necessary then I will make the necessary changes to implement it in meshery ui as well.
