[CI] Supplant react-loadable in favor of @loadable/component

Current Behavior

Some maintenance on this site's dependencies (the packages that it uses) is necessary. We need to remove unused or redundant dependencies.

react-loadable is deprecated in favor of @loadable/component.

Desired Situation

react-loadable is no longer used, but instead @loadable/component is used.
