limit image processing on dev enviroment
Description During development, gatsby-plugin-sharp and image queries trigger Sharp to process and cache all images, which leads to excessive RAM usage and makes the project heavy to run. This PR fixes #
Notes for Reviewers Disabling image processing especially placeholders during development can significantly reduce RAM usage.

I've been trying out the changes in this PR over the last 2 days, while developing the repo, and there's 2 things that I've observed:

Yes, the build process till completion feels much better, and it's faster.

Pages aren't being generated well. The site would sometimes "hang" on the landing page, and wouldn't respond to specific routes entered.
