[sistent] Add `TransferList` component to under project sistent

We have a transferlist component under sistent-repo which we use for environment or connection to assigned transfer from available data to assigned data. Uses can be found here: https://playground.meshery.io/management/workspaces when we click on count section there is a modal open and we assign items . Add this under https://layer5.io/projects/sistent/components

@sudhanshutech Please assign this issue to me. @rahulharpal1603 In my opinion, guidelines for the TransferList component need to be added similar to the components in screenshot.

I plan to divide it into significant PRs.

1. Overview
2. Guidance - explaining each icon significance (>>, <<, <, >)
3. Code - examples to the common use cases I can develop on this idea, subsections with details.

• [x] Brief description transfer list - used to transfer selected items between assign data and available data
• [ ] Multiple select option in checkbox
• [ ] Enabled, Disabled buttons in >>, >, <<, <

Observation - After selected top two items are moved to the assigned data, next two top items are automatically checked. (Is it a design choice ?)

Do I need to add any more subsections in the overview?
