feat(networks): extract explicit terminal and vault configs

• Peers.json are duplicated in both Vault and Terminal configs
• peers, nitro are not relevant to Vault

Solution: remove /terminal, move contents of /vault one level up. Therefore each network's folder (e.g. /137) there will contain config files for all components.
