As an importer I want to realise I'm in the wrong locality for a bulk import

Currently the error from the form reads: locality: Select a valid choice. eth is not one of the available choices.

A more informative message would be locality: You are attempting an import of a work to eth, but you are in wc033. Try this import from https://edit.laws.africa/places/za-eth/works/new-batch/ instead (or at least the first part).
