As an end user I want to know if what I'm looking at isn't up to date
We do have an as-at date on each coverpage, but it could be additionally helpful to be able to communicate with end users if e.g. an amendment has been linked on a work but the most recent document is not yet available.
e.g. https://edit.laws.africa/works/za/act/gn/2020/318/ was amended twice shortly after being published; on the day that the second amendment was published the first amendment went live, while the second one was being worked on. A notice on the coverpage saying something like 'this work was amended again by GN XXX on 27 March. The consolidation is currently being completed, please check back later today for the most up-to-date consolidation' would be handy.
We could
- try to work this out automatically by comparing amendment and document dates (but this isn't guaranteed to work in a situation where the law is rapidly changing and multiple amendments may happen in one day)
- manually set an 'out of date' flag per work
