Make Actions more discoverable and robust

Currently, on many resources you can do things like restart, listkeys and more but it isn't very discoverable.

Proposed changes:

  • Show a "Has Actions [CTRL+A]" note when they are available in the tree (or similar)
  • Look at moving actions to use rest definitions rather than current hack
