Was issue #313: preventOverlapping for distinct tasks ever implemented?

I looked at issue #313 preventOverlapping for distinct tasks and there was a commit made by the author of the issue (f16fab5) on his own fork that seemed to implement it. The issue was subsequently closed, yet the changes was never merged with this repository. Was a pull request never submitted or why was it not implemented?
