As a user, I want to be able to use LIF neurons with an intrinsic homeostatic mechanism to be able construct more complex SNN networks.

Conditions of satisfaction

• User is able to use a LIF neuron with intrinsic homeostatic mechanism in simulation, in floating-pt and bit-accurate-loihi versions
• Homeostasis feature is fully tested
• Homeostasis feature is fully documented

Acceptance tests

• Neuron Process shows intrinsic homeostasis
