[a11y][A] Required form labels without CSS

As explained in this core issue, the required indicator on form labels should remain even when CSS is disabled (see the issue for WCAG refs). The given patch is under review (Needs work to be extended to fieldsets labels right now) but as it only touches templates, it can be implemented in the Umami theme.

Thanks, this will be needed, but we can postpone it until the core issue has been fixed.
