Unable to process Encrypted images as whole

Environment

Joplin version: v2.8.8 Platform: Windows OS specifics: Build 22000.739

Steps to reproduce

1. Backup Encrypted data using Filesystem Sync
2. In a New PC with same environment. Copy the Folder
3. Locate Sync Target
4. Use "Delete local data and re-download from sync target"
5. Synchronize and enter your Master Password

Describe what you expected to happen

It should decrypt all encrypted data but It can decrypt only the text and embedded images should be decrypted manually as in the image below.

When you scroll down and click rety all, It doesn't work. This error happens for 1 file too.
