Syncing notes to non existent file target directory will cause the notes that aren't uploaded to target previously to be deleted

Current behaviour

1. Synchronize some notes to file target
2. disable synchronization
3. add some more NEW NOTES
4. start syncing to non existent file system target – it will move some notes to conflicts
5. export all the notes to jex
6. resume syncing

It will delete the NEW NOTES

Expected behaviour

It should never remove notes while syncing especially to a non existent target
