Desktop app won't sync + published notes not accessible

Current behaviour
- I click sync.
- The word 'Cancel' appears to the right of a pair of clockwise rotating semi-circular arrows.
- This condition persists.
- joplinusercontent.com cannot be accessed.
- Error message: ERR_CONNECTION_TIMED_OUT
Expected behaviour
- Successful syncing.
- The successful display of website pages at joplinusercontent.com.
