Current behaviour

I did Tools -> Options -> Keyboard Shortcuts and clicked 'Export' and saved suggested JSon file The file contain only a small selection of keyboard shortcuts Somewhat similar to closed #50001

Expected behaviour

To include all visible keyboard shortcuts in the JSon export file. NB: I did not change any KBSC prior to exporting.

Update: When I disabled a number of plugins, the export file is empty, making this bug identical with the closed #5001
