E.g. `[My Link](foo.md#anchor)` will correctly resolve to `My Link` but the link rewriting loses the anchor when it should be kept.
`(My name)[My-Name%20is%20Fred.md#anchortag]` fails to get rewritten when the `My-Name is Fred.md` file exists.
