Add support for Hooks

Any plans to add support for hooks to the SDK? https://docs.launchdarkly.com/sdk/features/hooks

Sentry (Hi 👋) launched a new feature to integrate LaunchDarkly into the issues workflow and it would be neat if we could also add this to our PHP SDK.

@cleptric thank you for expressing interest in this feature. We do ultimately plan to add hook support to every SDK. However, priorities of course dictate the speed and order at which we are able to do so. At this time I do not have any official timeline I can provide.

We are tracking your request internally as FEAT-285. Once that feature is complete, we will notify you here that is available.
