missing header in changes.txt

The recent PL1 releases misses a

# 2022-06-01 PL1 Release

header in changes.txt

We can add one before adding entries for the next relase but probably l3build could be made to do this automatically when tagging the release

probably not correct, I just picked up on Joseph's note talking about l3build (not l3build.lua) without much thinking -- guess you are right
