system not booting after updating to rhel/centos 8.4

hi, after updating to rhel 8.4, new kickstarted systems to not automatically decrypt their root disks.

After adding the nmap-ncat package to the system in the %post section of the kickstart, systems boot correctly and decrypt the luks container.

We tried the grub rd.neednet=1 parameter but that did not help, adding nc did.
