Provide a short list of instructions of how to contribute annotations

I remember the talk at the Munich DemoCamp, there was a short introduction on how to provide additional annotations. However I can't remember and would like to re-read through some instructions on how I can help providing additional EEAs.

But then you managed to do https://github.com/lastnpe/eclipse-null-eea-augments/pull/23 nevertheless ;-) so perhaps now that you've figured it out (again) you would like to contribute a change to the README explaining what you think needs to be said about this?
