Release notes generator?

On https://github.com/lastnpe/eclipse-null-eea-augments/pull/168#discussion_r1736012358 @sebthom mentioned in the future possibly having a Release notes generator, using one of those "bots" that some projects use to create them (semi- ?) automagically.

I suspect that @J-N-K wrote https://github.com/lastnpe/eclipse-null-eea-augments/releases/tag/v2.3.0 and https://github.com/lastnpe/eclipse-null-eea-augments/releases/tag/v2.4.0 manually, at the time.

Let's use this issue for any discussions, and to associate PRs for, possibly having fancy automation for this, in the future?

If we do, it could, quote from that original first discussion: "include a list of the jars+versions against which the EEAs of the release have been generated/tested."
