Support ArrayParameterType

See section 4.3.2.4.10 of the XTCE element description green book (p. 149 of PDF)

The first dimension in the DimensionList element should refer to the first dimension of a list of Python lists, which should form the parsed value and can be easily read into a numpy array later by the user.

The IMAP instrument I am working on could benefit from this enhancement. I plan to see if I can get this implemented.
