VT07 source code

Previously (#942) only a binary version of VT07 29 was found. Now the source code has been located: JDC; VT07 43

PWORD asks for user address and phone number. That may not be appropriate for all sites. Near the end PWORD says `If you have any difficulties, send mail to USER-ACCOUNTS...

@jdersch reports that :INFO CC says to link with CLIB;CLIB, but the C library is currently in C;CLIB. Either the documentation should be updated, or the C library should move...
