The MLDEV server was first called ATSIGN OTHER and appeared in 1972. NCP support was dropped, and replaced with Chaosnet and TCP, in MLSLV 76 from 1983.

There already is a SYSNET;ECHO 5 for Chaosnet.

I see it was linked on ML, from DEVICE; JOBDEV AI, DM, MC, and MUL.
ATSIGN OTHER is an early version of MLDEV. EDIT: This was before SYS;ATSIGN MLDEV (which in turn was before DEVICE;JOBDEV xx).
