It's not RH11, that's for KS10. The KA10 simulator is built with RH10. You get it when you built with `EMULATOR=pdp10-ka`. You'll need to tell it `set rha rp04`.
If you look at my branch lars/dc-10, you'll see how I do this for DC10.
