Uploading images with cyrillic names

Using windows as client and server. When I'm uploading images with cyrillic names - they names changes dramatically: "200px-Закон_Ома.jpg" =>"200px-Закон_РћРјР°.jpg" It's need to be presented not like CP1251, but UTF-8
