Evaluate ways to trigger updates from Botflow to chatbot instances

The vision for BotFlow is to allow testing the content with a fully functional chatbot instance. This could be a DEV environment instance, a throw-away instance created exclusively when a test is requested, or something else entirely.

This issue is for evaluating the best strategies to execute the vision described above.
