add jaeger tracing

enable tracing collection @mburns for script purposes, to enable tracing you need to pass the `--sampling` with a float between 0 and 1, tracing is off by default.

Cube gets angry if you manually pin to the underlying IPFS Cluster

Cube fails to recognize that it has started docker instances

Cube keeps starting docker instances of ipfs and ipfs-cluster and it successfully starts the containers, but it failes to connect to them and after timing out, it starts creating another...

Cube doesn't query the state of containers from docker daemon

I have hit an issue a few times now, where cube treats its db as the source of truth and therefore any changes to containers, whether they be stopped/removed externally...
