ProxSDP for Unit Tests

Check if https://github.com/mariohsouto/ProxSDP.jl is a viable option for unit tests, once migrated to MOI.

Hi Carleton,

Is there a branch of PowerModels.jl that supports JuMP v0.19? If there is one I can start developing some test studies with ProxSDP.

That would be great! Checkout the branch called moi. Almost all test on continuous models are passing at this point.
