不发 I 帧肯定不行的
你这个只能适应你这种特殊情，如果其他会发送关键帧的协议就必须要 glow 的
目前截图插件只截图最近的关键帧
用 ffplay 播放 rtmp 协议试试呢？
更新到最新版本试试
需要安装 ffmpeg，并且在PATH 环境变量中包含
你把配置文件里面内容都删除，只保留需要修改的部分
另外可能就是你的网络屏蔽了 udp 请求
