'Add Message' button missing on prompt eng page

Steps to reproduce

Upgrade docker image from 0.3.29 to 0.3.30

✔️ Expected Behavior

Dify 0.3.29 -> Expert Mode and the screenshot of the dify doc.

❌ Actual Behavior

There's no 'Add Message' button after upgrading dify from 0.3.29 to 0.3.30

And I don't know if it's designed that way or if it's a bug.

Maybe you chose a TEXT GENERATION Model instead of a CHAT Model.

Hello If you choose the input area will look like this. If you switch to the input area should have the add message button.

Just started from scratch building v0.3.30 dify based on docker-compose and added the Azure GPT-4 model.

I think there's no special configuration to reproduce this issue.
