1. Is this request related to a challenge you're experiencing? Tell me about your story.

The solution must provide a way to control the availability of 3rd party tools in the Dify marketplace for our internal users.

• Not all 3rd party tools can be enabled by default due to security, compliance, and operational impact concerns.
• We require administrative controls to enable or disable specific tools based on enterprise policies.
• Ideally, this should be manageable via a central configuration or permissions framework rather than on a per-user basis.
