Enable ReAct Agent Mode for models that do not support function calls

When adding LLM through OpenAI-API-compatible, if it does not support function call, it cannot be used in Agent. Although Deepseek-reasoner does not support function call, it can be used in the agent through ReAct's Agent Mode.

agent though options has already present in OpenAI-API-compatible model plugin, so please close this.
