Steps to reproduce

1. Create a simple response flow using the Dify cloud service.
2. Enable "Next Step Question Suggestions" in the "Features" section.
3. Ask any question and check the browser's network console, where the returned suggested questions list is empty.

For comparison, I have previously set up two Dify applications locally (both docker deployment). I found that the earlier deployed version (0.13.2) still provides question suggestions after upgrading to the latest version (0.14.1), while the later deployed version behaves the same as the cloud service (both fail to provide question suggestions). In all three test cases, "Next Step Question Suggestions" was enabled in the "Features" section.

I have read the duplicate issues provided by dosu and made sure that the corresponding switch has been turned on on the page. The problem has not been solved. I have also tried it in the latest updated version, and the result is the same.
