Remove Langlflow setting/ Langflow Api ("ENABLE_API": false)

When ENABLE_API is set to false in feature-config.json, shouldn't the setting/Langflow API also disappear?

Motivation

As a developer, when I see the option to set "ENABLE_API": false", I expect that all functionalities related to it will not be available.
