Planner fails with "Invalid high surrogate" error message

I asked the planner to fix this issue and it encounters a fatal error during planning process: An error occurred: invalid high surrogate in string: line 1 column 20905 (char 20904)

I tried two times and encountered the same error.

I have configured Gemini 2.5 flash for all agents
